Which is the better option? Reading master file twice OR writing work file
with more records (10 vs. 1000) and read it?
If in your second case you are using the same OPNQRYF in step 5 as in step
1, so that the shared open has stayed open the whole time, then your second
case may be better.

If in your second case, the step 5 OPNQRYF is different than the step 1
OPNQRYF, I would say that you should use the processing of the first case.

One of the main factors to consider is if you have logical files that
already exist over this master file so that none of the OPNQRYFs have to
build an access path.  If that is not true, and if you cannot have
permanent logicals for this purpose, then you definitely only want one
OPNQRYF building an access path.  If you can have one or permanent
logicals, then maybe you could do it without any OPNQRYFs at all.
