Cool. Sounds like you went to Network->Servers->TCP/IP. You can't get to
the Disables Users thing that way, AFAIK. You need to go to File
Systems->File Shares. Right-click on File Shares, in the left panel. There
you find the Open AS/400 NetServer option.

It's nuts that you can't get to all the NetServer stuff in one place, INO.
