pinging from the 400 is almost like from a pc the difference is we must put the 
IP address in single quotes like

ping '192.168.0.1'

the route entry should look like
 Route            Subnet           Next             Preferred
 Destination      Mask             Hop              Interface

 *DFTROUTE        *NONE            192.168.0.1       *NONE

The next hop being the router.

What I think is happening is this.

Your network is 192.168.0.x
Your VPN address is NOT 192.168.0.x

so without the above route the 400 doesn't know where to send the data for a 
non 192.168.0.1 address

Im not horribly familiar with this menu.
Is my route destination my gateway, aka 192.168.0.1
What about Next hop?

Currently there is nothing in routes, but local pings work just fine.
Aka from the router to the as400 seem to get replys no problem.

I also am not familiar with how to ping from the as400

Thanks for the help, Id love to get this narrowed down
