Is the cleanup actually running?  You should be able to see the jobs being
run in the system log.  If not take option 2 from the CLEANUP menu for it to
run at the scheduled time.  If it still does not run see if the scheduler
job is getting submitted (job QSYSSCD in subsystem QCTL).  It's possible for
the scheduler job or the cleanup jobs themselves to be going to a jobq that
is either held or already running the maximum number of jobs.
