Let's not get confused here.  SAVSAVFDTA is a command that takes the
contents of a save file, whatever is there, and write it to media, just as
if the original save went right to media, nothing else.  The decision to
save *SAVF data, SAVFDTA(*YES),  was made only in the original save.

I looked (on v5r1) but could not see *SAVF as the device on SAVSAVFDTA - I
thought was only for going to media. Purpose is to be able to restore
directly from the media, rather than to sav/rst the savf, then rst again
from the savf.

The technique described just does a save of a library that contains SAVFs
