The QTMSADRLST file and ACCEPTRLY member are set to allow only mail from
the internal company network.
Also http://www.abuse.net/relay.html  does not show it as an open relay.

I ended up doing an SMTP Cold Start and blowing away the 19 queued
outgoing distributions that the QTSMTPSRVD job reported.
