Does it really need to be dupped in BRMS? Can you run DUPTAP?

Does anyone know how to duplicate a tape from a different system using BRMS.

I have a tape created on System B  That shows up in the media inventory of 
System A.  I try to duplicate the tape and it errors with BRM15A2 Volume GS8052 
cannot be duplicated by this system.
