There are a good ten cables going into the 9309, but what any of them attach
to, I don't know.  I see nothing in the rack that matches up to card
positions indicated in the rack config. C01 is a card position shown in the
rack config for example, but there are no alphabetical labels inside the
rack. Lots of numbers, though, like 1-13 and 0 x 10, 0 x 20 etc.

There is a 9348 tape unit inside the rack but it is not powered on, although
the rack is powered on.

I've thought a bit.  It is very unlikely, unless you have a tape drive
in the 9309 rack, that the thing is even attached to your 820.  It would
bear with a physical inspection.  If you don't have a tape drive in the
rack, what cables attach between the two boxes?  If any, what cards are
they attached to?
