The software clock time value is determined by keeping an internal
time-delta from the system clock.  This delta initially is 0, but can be
changed by calling either the adjtime() or settimeofday() APIs (found in
the Software Clock APIs section of System APIs).

1)  Why are there 2 separate clocks?
2)  When are they out of synch?
