After the fact?  It ain't there.  Unless said RPG program *always* & *only*
runs from a given job name and from no other job name, then you could use
DSPLOG PERIOD((*AVAIL *BEGIN)) JOB(jobname); this would be limited by the
amount of history you keep on the system.

Otherwise, you'd need to code a logging function in the program itself to
capture the userID and other job information.
