The description I found was:

   The search engine ranks the resulting list of documents according to how
   closely they matched your criteria. The ranking is weighted by the
   number of times the search words appear relative to the document size,
   and by how closely the text in your criteria matches the text in the
   document.

I am looking for an internal document that provides a more exacting
description!

Some information relative to the search - the default simple search
attempts an exact phrase match and then goes to Boolean AND.  Our Advanced
Search allows you to focus the search to a specific section of the
Information Center (so, for example, if you're working with Client Access,
then you can focus the search to that topic area).  This minimizes the
number of unnecessary hits.
