I wrote an open-source (i.e. free of charge) service program that can
be used to easily implement FTP in your own programs.   It's powerful,
eliminates the error checking problems and is great for batch FTP.

Not sure how well it would adapt to being used for interactive users.
You may have to write a front-end for it.
