This is described in the Information Center. On the list in the left hand
frame expand Security, then expand Digital certificate manager, then expand

That function is not supported. The CPFB721 (Object has a target release
that prevents it from being signed) message is sent for program type
objects. Other types of objects have their signatures removed when they are
saved so that they can be restored on a previous release. As far as I know,
only signed save files themselves can be restored on a release earlier than
V5R1, and the signatures will be ignored on that release.
