As a general rule, yes...  Now, this depends on what you mean by utility.
We talking something like a fax package or a change mgmt system, then no.

But if we're talking something like Sloan/Barsa's tools utility library
where I'm actually integrating or modifying it into my base production
code, then yes.....

But, stuff that is the actual code users see when signing on...then yes.

yeah, I know there's a fine line there and I may get some flames, but
that's the way I feel.....and no, I dont' expect IBM to send me the source
code for os/400....:)
