You might want to start looking at authorization lists.  You can do

CHGLIB LIB(mylib) CRTAUT(mylib)
CHGAUT OBJ('/QSYS.LIB/mylib.LIB') AUTL(mylib)
CHGAUT OBJ('/QSYS.LIB/mylib.LIB/*') AUTL(mylib)
CHGAUT OBJ('/QSYS.LIB/deleteme.LIB') USER(*PUBLIC) DTAAUT(*AUTL)
OBJAUT(*NONE)

Then all new objects created in this library should use the authorization
list.

Use caution on that last command for objects which need special authority.
