Most 5250 emulations do not come in as VT100, which is how these devices
are created. It COULD be set up that way, I suppose, but not likely, IMO.
That's why I think it's a non-400 and non-emulation client.

Someone mentioned FTP on wrong port. Is an FTP exit program going to catch
this? Or some general TCP exit program?

It's tough to monitor NETSTAT to watch this, but could be done in the short
term, as someone else suggested.
