        There were some telecom companies, before the 'bust', that probably had
software that would meet your needs, the names escape me now...
        My suggestion is, to start writing your own solution, at the same time
re-post this request in it's original form every week or so, until you
get a satisfactory hit...i've done just that on some pretty unusual
requests, and had success.
        I haven't read the rest of the replies as yet, so it may already be in
your inbox...
