I don't know what to do about the Win98 problem, but take a look at the
cwblogon.exe program that installs as part of CAE.  It's very handy for
using on WinNT where saving the password isn't an option and could be used
as a work-around for your problem.

And unlike the provided-but-not-supported logonusr.exe, cwblogon.exe does
NOT establish a connection to the host, it justs save the host name, user
name, and password for use when a connection is going to be
established.  This means that you can set it up for systems that don't yet
exist and don't have to go scurrying around to change everyone if it
references a system that no longer exists.  It also means that it will work
properly on laptops that are not attached to a network when cwblogon.exe runs.
