HTTP Server Admin error

We are trying to configure SSL for the HTTP server on a Model 170 at
V4R4.  Both SS1 option 34 and 5769-AC3 are installed.   When the HTTP
admin page is accessed on port 2001, it displays a hyperlink labeled
"IBM HTTP Server for AS/400".  This link has the subtext "Configure the
AS/400 HTTP Server and SSL".  When the link selected the following error
is displayed:

        NET.DATA Error: Include object specified in
/QIBM/ProdData/HTTPSVR/Macro/qzhamain.ndr at    line 36 of file
/QIBM/ProdData/HTTP/Protect/HTTPSVR/Macro/qzhafrnt.ndm not found.


        NET.DATA Error: Include object specified in qzhafrnt.nds at line 42 of
file    /QIBM/ProdData/HTTP/Protect/HTTPSVR/Macro/qzhafrnt.ndm not found.

I have not found any reference to this error in the IBM Knowledge Base
or in the Tech Studio articles on setting up SSL.

Does anyone recognize this error and know how to correct it?
