Management Central - Send Fixes

I have MC configured and running on three system.  All at V4R4 latest/last
cume.  I was running a compare and send of PTFs.  The collection worked
fine.  The send work fine to one of the two remote systems.  I cannot send
to one remote system and the job log says everything completed normally.
Does any one know what I do not have configured correctly?  Where to look?
I cannot see anything wrong or different between the two systems.  Except
that the failing system is at security level 40 while the working system is
at 20.  What user profile does management central use?
