Sign on with any profile that has at least *USE authority to *PGM QSYS/QWCCRTEC 
and call it from a command line. This will create a service dump 'report' of 
the dates/times of all phases of the previous IPL, telling you at least whether 
the system believes it IPLed at the given date/time.
