If you are working with a twinax console, then this can be easily done.
Use a personal computer with a twinax emulation card and 5250 emulation
software for your console.  Don't use client access.  Then you can use
PC Anywhere (or similar package) to run your console session.  It
doesn't matter whether the system is restricted or not.  I've done this.

If you are using a client access serial console, then you should be able
to either use a similar setup or utilize the RAS framework built into
the Client Access product.  If you go the native Client Access route, I
believe that this would require NT or Win2000 at the console.
