<my opinion-verify facts with ibm or a bp>
the 170-2164 has a cpw of 125/29 and is in the P10 pricing group
below it says currently has V4R2. Expect nothing else on the box.
"my understanding" is the OS license travels with the purchase in V4.
to upgrade, you need software subscription (or can you just buy V5R1?)
the P10 subscription "after license" is $5,076) (for reference P05 is
$1,523)
Now you need app development tools (now Websphere Dev Studio)
5722-WDS is $8,200 for P10 (P05 is $3,650) has all compilers, plus VAJ
and VARPG, plus Websphere Studio.
If you are in Partnerworld program, you should get 50% off on all this(with
restrictions).
I've looked at doing this, at P05 level 170's. If you need to run Websphere
Server it's too small, but Tomcat would run. For same money you may
be able to lease/purchase small 270 w/Partnerworld discount, but has
restrictions on use of the box. Insider Weekly mentioned a new package
from ibm for BPs to get them to learn all the new stuff, but have seen
no details (and don't know where to look).

Would like to here from anyone who has done this (ebay a box & bring
it up to spec).
