Check you patch cable between the /400 and the switch.  We could operate at
10mb half duplex, but could not get a reliable link at 100mb full duplex.
When we made a new cable, everything ran fine.  The following document
describes cabling requirements for the iSeries....

Hello everybody

Does someone know about physical network problems between 2838 ethernet
cards running on V4R5 systems and 3Com 3300 model switches ?

Sometimes, when the ethernet line is varied on after an IPL, it comes online
but no cummunication is possible.

FYI : we have tried all the combinations of speed/duplex auto-negociated or
not.
