Well, it looks like you've got it right.  From the DDS reference:

If you are defining a timestamp field, you must specify the default value in
the following format:
         COMP(EQ 'YYYY-MM-DD-HH.MM.SS.UUUUUU')

What does the second-level text for that error message say?
