If a break-message handler is used instead of a *dtaq handler, the console will 
not be affected until it's time for the save to start. Anyone can use the 
console normally until then.

This is very different behavior from the way the *dtaq handler would work. The 
console wouldn't be locked by the message handler during the rest of the day 
and other functions could be run from the console just like the message program 
wasn't there.
