We had a similar mystery here-- turned out the RPGLE program had been
compiled with ACTGRP(*NEW), which caused it to open another instance of the
file, ignoring the shared data path used by the OPNQRYF.  Set a breakpoint
in the RPG program, and look at the job's open files.  In our situation,
the file in question showed up 2x in the list of open data paths.  We fixed
it by recompiling using ACTGRP(*CALLER).
