from your wrksyssts screen I see a huge number of active jobs on your system, 
is this a normal day ?
What approximately number of jobs are you running a day ? How many users ?
Seems to me that some jobs are "loosing" objects on their way, to put it simple 
...
Something wrong with ALCOBJ for instance ... but that's just a wild guess !
You should take a look on QRPLOBJ and as a second approach should go in QHST 
for the first
occurence of that CPI0999 message.
