Some thoughts:

It could be a bogus error message in the sense that it doesn't point to
the underlying causes.  Are you logging into client access with an ID
that is also enrolled in the DST/SST passwords and has oodles of
authority in OS/400?

Have you run the CWBPING command from a DOS prompt on your PC?  Perhaps
there's a service which failed to start, even though you issued the
STRHOSTSVR command.
