I am beginning to agree with you.

Is this a transition to a future release or is this going to be a permanent
thing?  Hopefully that Op's Nav is an indicator of things to come.  Or do I
need to submit a Design Change Request?

Rob, I don't think field-level security is available for read. Based on the
options on the GRANT statement in sql (as of V5R1) you can grant update
rights at field level but you can only grant select rights at file level.
Are you sure that field-level security includes read? Based on what you're
seeing in OpsNav I think is does NOT.
