Ah, I think you may have found the problem for me.  As a simple test I
was just calling QSNDDTAQ from the command line.  I thought that the
data would be encoded in the CCSID of the job calling QSNDDTAQ.

Looks like it's time to write a test app that gets its data from a DB
file.
