Missing TAATOOL object

The various QUSRTOOL tools associated with copying from/to source files
and office documents were removed in V5R1 due to dependencies on
OV/400 such as MRGDOC in TOFSFDOC.  You should be able to find the
tools on earlier releases though.

This removal is mentioned in the V5R1 Memo to Users.
