Does the PC need an FTP server?  I'd think an FTP client on the PC would
work too?

Can't the FTP client on the PC reach the FTP server on the AS/400?  Or, the
FTP server on the AS/400 'PUT'  to the PC's FTP client?

In Windows, '10060' is WSAETIMEDOUT. This is the Windows Sockets error
message for "Timed Out".

So, it timed out before the connection was made.

Yes, you need an FTP server running on your PC when you try to connect
to it -- but if you had no FTP server, you should have got a 10061
which is WSAECONNREFUSED... not a WSAETIMEDOUT. So, I think there's
probably a firewall in place somewhere that's preventing you from getting
there.
