Neither.

A RCLDLO is a DLO centric kind of thing.  A RCLLIB is a mini RCLSTG just
for one library.

I've been asked, and I'm not sure, in addition to all the low-level stuff a
RCLSTG does, does it do an implicit RCLDLO and RCLLIB? I don't believe so,
but I figured I'd ask the group.
