There's no doubt that this change will break code. However, I can't think
of any way to extend the limit without that happening. I've known plenty of
sites where the current limit was being pushed fairly hard and was
something of a problem. My guess is that the original limit of 25 was
chosen by the developers of the S/38 as a figure that customers could not
reasonably be expected to approach, rather like the limit of 256 computers
in a network in early SNA, although there may also have been performance
concerns back then.

Given that 25 libraries are not enough, although you might dispute this,
what are the realistic alternatives?
