Notes and EMail API

I have customer who is using one of my products to send
email using Notes.  It sends email using the Send Email API.

It was working find sending one address at a time on the
"to" parameter.  When he tried to send to two different
people, he got an error.

The job log said:

File QANIADDR in library QNOTES not found.

And the mail wasn't sent.  He tried sending again with just
one address and got the same error.  Other clients seem to
work, including SNDDST.

I don't have notes installed and was wondering if anyone
could lead me in the right direction for solving this very
odd problem.

I've searched the entire IBM site and found no reference to
this file anywhere.
