Date math in CL?
As long as we are not crossing into a new year, the CVTDAT to and from
julian format would do it simlpy:
RTVSYSVAL QMONTH
  Month 12: Last day of month is yyyy.12.31
  Month 1--11: add one to the month, and convert the first day of next
month into julian. Subtract one from that number and convert it back
into the format you want.
