Yes QSYS. From the Security Ref Manual SC41-5302-04 :

     "Some security-relevant events, such as incorrect sign-on attempts,
cause a
      message in the QSYSOPR message queue. You can also create a separate
      message queue called QSYSMSG in the QSYS library. "
