Hi Chuck,
sounds like a routing problem, most commonly with default gateway definition
in windows clients.
BTW: you shouldn't  do bridging between TR and ETH segments and if
using the 270 you are obviously routing between the two segments.
Some further hints:
- Look out for any loops and have a look a the spanning tree algorhythms,
especially cisco switches do have this enabled by default. This is okay so far
as your network layout is correct.
- Sometimes you need to disable source route bridging in AS/400 TCP to
keep the windows domains clean.
- Timeout values should not be the problem as you are not using WAN lines
and you stay inside the LAN only.
