If using a source file to create srvpgm, then try this sample to see if it
works.

   STRPGMEXP  PGMLVL(*CURRENT)
   EXPORT SYMBOL(N2C)
   EXPORT SYMBOL(OLDC2N)
   EXPORT SYMBOL(C2N)
   ENDPGMEXP

   STRPGMEXP  PGMLVL(*PRV)
   EXPORT SYMBOL(N2C)
   EXPORT SYMBOL(C2N)
   ENDPGMEXP

Existing program coded with C2N will use OLDC2N (second entry).  Any
recompiled or new programs refrerence to C2N will point to the third entry
"C2N".

If the *SRVPGM is in a binding directory, then you should be able to create
your new *SRVPGM, delete the old entry and re-enter the new one.  I think
your programs should never miss a beat because the Activation Group should
still have the "correct" version of the modules until it ends.
