could tell you if either that no QSYSPRT splf was created or that the splf was 
opened but nothing written to it (or possibly already printed or deleted but 
unlikely so fast). This could work if the CALL was in the same job. If you want 
to test from a different job, change to CHGSPLFA to:

   CHGSPLFA   FILE(QSYSPRT) +
              JOB(&jobnbr/&jobuser/&jobname)

APIs would maybe be better, but this might be sufficient. Naturally the actions 
taken for the MONMSGs would be up to you.
