Files locking in V5R1

Hi All,

We have a client that has recently gone to V5R1.  When they run some of our
software, in this case in is mostly cobol 36, rpg36 with a lot of OCLs they
have problems with the files locking so that no other users can get in to
the files, not even to read.  They are unable to do a DSPFM or any other
type of file access.  It has seemed to happen when several people are
accessing the same file, several may be doing maintenance and some doing
inquiry functions.  When the file locks, all users must exit before the file
will unlock.  These are externally described files.

It does have something to do with this release.  They have been on the same
basic package for years and any program changes are in the processes and not
the accessing of the files.
