Note that although the primary requirement to execute CHGDNSA is *IOSYSCFG
special authority, menu option 20/18 will only appear if you have some
minimum combination of user class and/or special authorities (and I'm not
sure what the minimum is).

For example, a *USER user class profile with *IOSYSCFG possibly can execute
CHGDNSA but still won't see the menu option. But a *SECOFR with all special
authorities will see the option. I guess experimentation is needed to find
the minimum.
