I don't think you'll like this answer, but AFAIK there are only two basic ways 
to backup and restore that space. First is to do a full storage save and 
restore rather than a system save/restore. Second is to run an NT-based backup 
and restore.

The AS/400 essentially doesn't see what's in that space and therefore only 
backs up and restores the high-level directory. See the IPCS manual on 
Implementing the IPCS for details. (Not sure of the name of the manual.)
