Wasn't this covered recently in a thread about a Command Override Exit
point?  Seems like that should handle the problem. CHGC0100.  I don't see
this exit point here, though we're on V4R4. Maybe I missed something.....

Firstly, you will likely need to have a default value on the command to
allow for someone just blanking the parameter out, if you notice *SAME is
the default on IBM CHG* commands. In order to force the value in the field
through to the CPP, use ??, not ?<.
