True, but now QPGMR has authority that would not be allowed in most shops (if 
management understood the implications). Now, a program is no longer necessary 
where it would be under the adopted authority scheme. A program could be 
authorized to specific users and then the _only_ operations allowed would be 
those performed by the program. But now QPGMR can do any action allowed by the 
authority.
