Perhaps that statement could be more clear.  The output appears random.
But in addition, the range of variation is large, even when you encrypt a
constant stream of a single byte.  For example, if you were to encrypt a
stream of 1000 null bytes, the output would range the entire spectrum of
possibilities and would appear random.
