An older version of QUSRTOOL had the TSPRWPR program to handle page ranges.
We've been using it for years as the User Data Transform program for remote
printer queues and SNDTCPSPLF commands.  It requires a C compiler.

It works well for most spool files, though it can't handle spooled files
over a certain size.  The size limit seems to be a function of content, not
number of pages.  We had problems doing page range reprints on 9000+ page
check runs.
