Yeah! Bugger eh?  Brain not in gear ... no direct system support for job
level time.  It would have to implemented at the application level or by
intercepting system calls for the TIME.  I know some of the Y2K date change
tools changed the system entry point table (or created local copy) so that
all DATE calls went through their code.  I'd guess that is also possible with
the TIME calls.
