I have an example CLP on my site at http://zap.to/tl400 that is very close. 
Look in the Files section for the Age Spool Files directory.

The PRCSPLF CL program can be changed to work on a specific *outq simply by 
adding the *outq name as a parm value for the LUSSPLF command. Then add the 
specific CL instructions you need for Spool Tool in place of the example's 
CHGSPLFA command. Any of the additional stuff that you don't need can simply be 
deleted (i.e., remove the code that demonstrates a way to exclude specific 
*outqs when requesting *ALL).

You can use the commands I supply there such as LUSSPLF or replace them 
directly with API calls. (Such command shells are little more than CL 
equivalents of prototypes in ILE RPG.)
